State convention of four left parties demands immediate intervention by prime minister to stop escalation of tension building up in punjab and haryana and help in finding amicable solution of vexed river waters dispute

Jalandhar, November 23, 2016. - The State convention of Four Left Parties - CPI, CPI(M), RMPI and CPI (ML) Liberation has urged upon the Prime Minister Narender Modi to immediately intervene to stop escalation of tension building up  in Punjab and Haryana on the issue of sharing of Ravi - Beas river waters and completion of SYL canal and discharge his constitutional duty. Moreover, presently it is more incumbant upon him since the BJP leads the central government and Haryana government and is a partner of the ruling coalition in Punjab.
The State  Convention held here today in Desh Bhagat Memorial Hall through an unanimously adopted resolution expressed concern over grave anxiety developing in the  people of Punjab, particularly the peasantry of Malwa region  after the unfortunate Advisory of the Supreme Court annuling  the ‘Punjab termination of agreements Act 2004’. With this Advisory the 4th June, 2004 order of Supreme court in which it was ordered to the central government to complete the SYL canal in Punjab portion by engaging its own agency,  stands revived.
Now, if SYL canal is completed by central government , the water will be withdrawn from the already irrigated lands of the peasantry of Malwa region and consequently  about 9 lakh acres of land already irrigated will be rendered barren. This horrible scenario naturally creates a situation of grave anxiety, anguish and panic. The basis of this anger and panic is real.
The resolution notes that in this grave situation all the political forces should come in the support of the peasantry and people of Punjab.  In the resolution it is noted with dismay that the response of the Akali-BJP coalition, Akali Dal, Congress and AAP is irresponsible, provocative , non facilitator of amicable solution and is virtually a political posturing adopted by them keeping  in view the ensuing 2017 assembly elections in Punjab. Congress and Akalis are indulging in unnecessary blame game to hoodwink the people, while it is historical fact that the responsibility for this  gross injustice  mainly falls upon Congress and its then  central governments.  The Akalis also can not be absolved of  of their responsibility in failure to obtain justice in this respect. In this context the two resolution of Punjab assembly passed on 16th November, 2016 for giving no cooperation in completion of SYL canal and asking for royalty and price of used waters from Rajasthan and Haryana and also Punjab goverment’s land denotification order has got no constitutional value being taken unilaterally. These misleading and unproductive steps will further complicate the issue and provide handle for provocation to the people of Haryana and Rajasthan.
The resolution also notes that just  and viable solution to this vexed and lingering Ravi - Beas river waters dispute should be found democratically and politically  through amicable  negotiations in between Punjab and Haryana. It is proposed that the usage of water of  Ravi - Beas waters of Punjab as on 1 July, 1985 be fully protected. And to assess the quantum of available water of Ravi and Beas rivers , a fresh tribunal headed by sitting judge of Supreme Court and water experts be set up.  It should give its award time bound . Modi government keeping in view the worsening situation of tension amongst concerned states , immediately intervene and help  in finding  amicable solution by Punjab and Haryana governments.
The resolution, calls upon the people of Punjab and Haryana to uphold harmony and  brotherhood and maintain calm and not to succumb  to the provocative statements and activities of   Akalis, Congress, AAP and Khattar government of Haryana who are bent upon garnering their narrow electoral benefits.
The convention decided to hold district level mass dharnas to build the public opinion around the democratic political solution of the vexed river water dispute suggested by the Four Left Parties.
 In a condolence resolution convention expressed grief with the victims of Kanpur Rail Accident. In another resolution convention strongly condemned the unplanned demonetisation of currency, which is hitting the common people hard. 
The convention was addressed by Comrades Hardev Arshi, Secretary, CPI, Charan Singh Virdi, Secretary, CPI(M), Mangat Ram Pasla, General Secretary, RMPI and Comrade Gurmeet Singh Bakhatpur, Secretary, CPI(ML) Liberation . Apart from them the convention was also addressed by Comrades  Jagroop Singh, Bant Brar, CPI, Vijay Misra, Raghunath Singh, CPI(M), Dr. Satnam Singh Ajnala, Raghbir Singh, RMPI, Sukhdarshan Natt, Sukhdev Singh Bhagokawa, CPI(M.L.) Libration.
The Convention was presided over by Comrades Kartar Singh Bowani, Ranbir Singh Virk, Kulwant Singh Sandhu, Ruldu Singh Mansa.
